Biographical Notes:

1989 - present: Labour arbitrator
Receive appointments in Nova Scotia as arbitrator in private and public sectors, including appointments by Minister of Labour under Trade Union Act, appointments as single adjudicator under Civil Service Collective Bargaining Act, board of appeal under Education Act, appointments by Federal government under Canada Labour Code as arbitrator, referee for wage recovery appeals and adjudicator of unjust dismissal claims, and both as sole arbitrator and chair of boards under collective agreements in public and quasi-public sectors and private industries. Approximately ten awards are reported and may be found in the Labour Arbitration Cases, 4th series (L.A.C. (4th). Member of Atlantic Provinces Arbitration and Mediation Institute (now ADR Atlantic) and the ADR Institute of Canada - holding designation as "Practising Mediator" and "Chartered Arbitrator".

2006 - present: Alternate Vice-Chair of Nova Scotia Labour Relations Board and of Construction Industry Panel

2007 - present: Adjudicator for Nova Scotia Small Claims Court

1993 - present: Family mediator Act as mediator for couples wishing to avoid litigation over issues of custody, support and division of property.

1990 - 1992: Mediator-arbitrator
Completed 2-year term appointment as mediator-arbitrator for Canada Post Corporation and Canadian Union of Postal Workers with responsibility for both Ontario and Atlantic Canada in connection with a special grievance backlog reduction project ("BAR project").

1987 - 1990: Vice-Chairman of the Ontario Crown Employees Grievance Settlement Board Arbitrating rights grievances between the Ontario Government and its employees in the public service.

Education:

Born in Montreal 1949. Graduated from McGill University in Montreal in 1970 with B.Sc., moved to Toronto in 1975 to attend law school, graduating from Osgoode Hall Law School of York University with LL.B. in 1978. Received Silver Medal, as one of two top students in graduating class; also recipient of several other academic prizes. After articling, called to Ontario Bar in 1980. In 1987, began parallel career in labour relations with appointment as part-time Vice-Chairman of Ontario Crown Employees Grievance Settlement Board. Moved to Nova Scotia in 1989 and called to Nova Scotia bar in 1992.

Completed LLM in Alternative Dispute Resolution in Graduate Studies Faculty at Osgoode Hall Law School in Ontario in 2005.

1998 - 2010: Member of Board and now President of Environmental Health Association of Nova Scotia (EHANS), a charitable organization dedicated to providing public education and advancing treatment for environmentally-induced illnesses.
2008: Past president and current member of board of directors of ADR Atlantic, a non-profit organization which promotes alternative dispute resolution in the Atlantic Provinces. Also member of national board of ADR INstitute of Canada.

RATES & PAYMENT INFORMATION

Rates: Arbitration Hearings in Nova Scotia - $1,500 per day of hearing; where half-day only reserved, charged @ $750 - executive sessions, conference calls etc. charged on hourly basis @ $175/hr. Awards: - $1,000 usual charge for award of any complexity; where time for consideration and preparation of award exceeds 10 hours, depending on complexity of issues amount may be charged on hourly basis @ $175/hr. Mediation - $175.00 per hour Expenses and HST - all expenses, including hotel cancellation fees, are extra; HST is extra charge to all but exempt parties TRAVEL TIME - travel time may be charged as equivalent to one-half hourly rate where long distances or complex arrangements involved

Payment: Payment due upon receipt of invoice

Cancellation Policy: Cancellations: - cancellations more than 2 weeks in advance $500 for the first day, $300 per day thereafter - cancellations between 2 weeks and 2 days $800 for the first day, $600 per day thereafter - cancellations less than 2 days $1,000 for the first day, $600 per day thereafter Mediations - charged similar to arbitrations, depending upon how much time reserved; usually no charge for rescheduling
